You will be considered a resident of Virginia when you move there so you will have to pay for the license and registration yourself as the loan for the vehicle and the title is in your name.

For insurance they can continue to have you on it until you have paid it off. Then call around for rates, USAA isn't always the cheapest so make sure you do compare to other companies. Once the vehicle is paid off and the title has been issued in your name then you can add him to the vehicle if you wish.
