No, I'm sorry that the answer to both questions is that it doesn't really make much difference if it is or isn't included. But i agree that you are not right about the title. The other information that you have received seems very dubious. Thus I am afraid that it is also incorrect.

If the lien wasn't in place when you bought, that's why it didn't show on the title search. Good question, though. Seems like somebody should have checked.

You should have 30 days or more, depending on where you live, to get the registration. That is the "in transit" time, just like when you buy a car. Carry your bill of sale with you showing the date of purchase so you can prove it's in transit if you happen to get pulled over.
