If your name is on the title you are responsible. Get it out of your name and into his or make him show you proof that he has taken care of all those things before he drives it.

Pretty sure the cost of the policy is standard. You might find a slight variation in closing fee or other fees, but not much. If I were you, I'd just ask the realtor or mortgage rep who they know and trust to handle the title work. Or Yellow Pages.
