Always be honest with your agent on issues of driving records, accidents or claims. They can run an instant report and all that will show up. Ask the agent if they will call the carrier they wish to try to put you with and see if any of those tickets can be waived or have aged enough to have them dropped. Ask about any discount for taking a course in safe driving or attending traffic court to see if it will help drop the premium. Trying to put it in the wifes name wont work. She will have to disclose being married, then give your name, birthdate, any known incidents. You may have to bite the bullet and pay the higher premium but you now know what to do to keep from having high premiums in the future. Good luck and safe driving.

If you are looking for your own insurance policy, then it has to be for your car, which means your name is on the title/registration.

If, however, you are seeking insurance so that you may drive another person's car, you need to be added to their insurance policy, which means their insurance will cover you and any accident-related damage done to the car while you are operating it.

If you're not related to the person whose car you wish to be insured for, I don't know how easy it will be for you to be added to their policy. You'll have to ask your insurance agent/representative. I suggest calling around to local branches of insurance companies to ask for the specific details of the regulations.

Definitely get the car into your name before you move. California will not allow you to register a car from another state unless it was already your car when you became a CA resident, except in certain special circumstances (such as if you buy a car in CA, but it breaks down while you are in another state, and you need to buy a car there to get back to CA). This is because cars sold in the other 49 states do not meet CA emissions requirements. They will make an exception if you already own the car when you move to CA, but you need to have the paperwork to prove the transfer was while you were still a resident of another state.
