No... Not necessarily. Many insurance companies will only insure a salvage vehicle with liability and sometimes comprehensive coverage. Vehicles with a "salvage title" are seen as being worth less compared to the same vehicle with a "clean title". This has nothing to do with the actual quality or condition of the vehicle itself. The insurance rates will most likely be approximately the same, but in the event of an accident and insurance settlement, the vehicle will be considered by the insurers as almost worth much much less.
When it comes to salvage title vehicles (as with any used vehicle) buyer beware.

basis of what property, a purchase of a residence or such does not include freight charges, nor sales tax no loan origination fees, or the title insurance premiums, or property tas
if you are buying a piece of equipment to use in your business, the cost of getting it to your location is what it is costing you to obtain it, and the cost of the sales tax is also part of the purchase price

I bought a slightly used Cadillac, that was a buyback. I got it for thousands off the retail price. The car is loaded with options. It had a problem with the stabilitrac steering, which the original dealer was unable to fix. The car only had 2200 miles on it. The buyer bitched and GM bought the car back. The car was returned to the factory and the whole system was replaced. Car was A-OK and put up for sale as a buyback with a steep discount.
I jumped at the chance to buy it. Why? It has a 100,000 mile warranty on powertrain and 60000 on everything else. If it breaks again, its under warranty. Meanwhile I have a new, loaded, luxury car at an unbelievable price.
Insurance isn't affected one way or the other. Unless the car is a bent frame number or two halves welded together or something that sounds unsafe, go for it. The problem is most likely fixed. They can't sell you a car that they know is broken. Fraud.

This should be paid at closing and to the title insurance company/settlement agent...I think...not for sure.
