I'm not sure about PA, but that is so in Nebraska. It was part of the settlement in order for me to keep the car. Now we did negotiate over the amount they would pay me. I think you should do so too. In my case, I settled for about $200.00 less than if I had just signed the car over to them.
Be aware there are various editions of the NADA book. You may have to do some research in order to arrive at a fair value.

You need to check with the DMV in your state. Some states allow transfers between sibling, or parents and children, tax free. I don't know if PA does that or not, but call and ask, and find out what you will need. I would guess a signed title and bill of sale would do it, but find out for sure.

You don't need to put insurance on the car until such time as you insert the key in the ignition and start it and drive it. So hopefully it's still sitting where you bought it, or you had it towed or trailered home. So, today is Monday, call your agent, get insurance (in your name of course, it's your car), go pick up the card from the agent, go get your car and take it home.

I just GOOGLED Police auctions in PA. There must have been 5 or more sites that came up. Also before I entered PA, in the drop down box it showed motorcycle auction.Just type in "police auction" when you go to google and see if you have the same thing. Here are a few.

why do people try to complicate a simple thing.Buy the car.she will give you the title.and a bill of sale. You do not have to transfer the title the minute you take possession.Park it in front of your house.and when you have everything in order go into the DMV and tranfer the title and get it registered. done deal. simple.Have a friend or family let you use there car to take the driving test.then you can insure your car in your name.and all is bliss in the universe.
