Call the DMV in your hometown in Georgia. As long as you have a permanent residence (your parents house) in GA you can register and insure the car there. The DMV will tell you how to handle the license plate issue. Contact your insurance company and let them know that you'll be purchasing a new car. They will ask for some information like make, model, year, VIN, etc. Once you've got your new insurance card for the vehicle and have figured out what the GA DMV wants, then find a place in NJ that will do a Title Transfer. Meet the seller at the Title Transfer place, buy the car, make sure you get the Title and a bill of sale and that should be it.You may be issued a temp. Jersey tag, but you certainly don't need a Jersey license.
The actual steps may be different based on what the DMV tells you, but it should be pretty similar and not too much hassle.

Tell the NJ MVC that there were no pictures taken. Have the MVC look up the previous owner for you and then call him and ask about the insurance report. In lieu of pictures or insurance info. they will most likely require an inspection by a certified inspector for road worthiness before issuing a title, plates, etc.Leslie Said:

First you will need the banks permission to have it registered in your name. The title needs to be changed to have your name first. The bank will probably NOT send you the title, but they will send it to whatever DMV you will use to handle this transaction. You have to give them the agency address. Unfornunately there isn't a legal way for you to change the names on the title without your mom's signature. But I can tell you this...Motor Vehicle can NOT question a signature. So use your head!!! Isn't your mom tired from her long trip and out in the car??? As long as one of the owners is present, the paperwork can be completed. It just needs both signatures on the title, and other paperwork that they require. There won't be any tax involved in switching names. But you will have to pay for a new title and registration and plates. And you will need to provide proof of insurance in your name for the registration. Since you are changing the primary owner to you, you will need to get new plates. Your title fees will be around 50.00 with the lein. Depending on the year of the car the registration/plates could run up to around 100.00. But the fees keep changing so don't go by those figures..it is just an estimate and truck and some suv's are more.There is a power of attorney forms that MAY be used, but I don't know if that is for dealers only, or only if the car is being traded in and there is a lein on the trade in. You could ask the DMV. If that is possible, you can mail her the form and have her give you power of attorney to sign her name. That would be the easiest. So check that out before you do anything else.
You can also check with the bank that holds the title. Perhaps they can get the title switched for you to have your name listed as the first owner, then send it to the DMV of your choice and all you have to do is register it in your name.
