Check your state laws regarding usuage. I live in Florida and here is a cost run down of being a first owner.
1. Pay $250.00 for classes to get certified
2. If going to ride without helmet, get insurance for $100,000.
3. Title costs depend on weight here in Florida.
4. Drivers license plus motorcycle endorsement $45 for 6 years.

Legally you should put the date you purchased the vehicle. If you put in the date you bought the vehicle you will pay some late charges which won't be all that much just for three months. You could just put today's date in and not pay any late charges. This being said, you will have to make a decision as to which way you want to go with it. Remember the "Seller" is suppose to record the date. If you decide to put today's date in it might be a good idea to make sure it is the same color ink as the sellers name was. Wouldn't look good if one is in blue ink and the other in black or red ink. Again, you will have to make the decision as to what date you put in. Something else you might want to remember when buying future vehicles. Make sure the person who is selling the vehicle is the owner of the vehicle. You got lucky this time and was able to run down the correct owner. It could have been a stolen vehicle and you would have been out all the money on a stolen vehicle and no way to get it back. Don't be afraid to ask the seller to show you their drivers license as proff as to who they are. If they cannot show you they are the owner then keep on looking for another vehicle. You never know if the vehicle is stolen or not.

Travelers does not owe you the replacement cost of your vehicle. They do not owe you the cost of a comparable vehicle.

They owe you the fair market value of the actual car that was damaged just before the accident. That means - what you reasonably could have sold that car for given it's age, condition, mileage, options.

They will not pay you 11,000 for a car you only could have sold for 8700.

Although I don't know much about your car - their offer seems to be in line.
