No, I know of no law that says in order to be paid, you have to license and register the car. I would think the properly signed title would be sufficient.
Unless..............The insurance is totaling the car. Then if they take the car, you will have to furnish them with a title in your name to give to them.

You need to file a complaint with the IN DMV and Attorney General's office. There's no excuse for that.

You might contact the dealer and give them 48 hours to either provide a clear title or take the vehicle back and refund any monies paid (including clearing the note) and return your trade-in, or you will file formal complaints with the DMV and AG's offices. It's surprising how quickly a dealer will get off his butt when confronted with a DMV complaint.

However, you are wrong when you say you can't get insurance without registering the vehicle. Many insurance companies don't even ask for the tag numbers, all they need is the VIN. Any agent that tells you otherwise is either lying or incompetent. You have to have insurance to even drive it off the lot, even on a temp tag. If you get stopped and can't provide proof of insurance, the excuse that you can't get it without a registering it won't carry any weight either with the cop or the judge.

GET INSURANCE IMMEDIATELY!

You will need to drive the actual car you want titled to the BMV (when registering an out of state vehicle). They will do a physical check of the VIN looking through the windshield.

Dude, you're about to do something STUPID. Register and title the van in YOUR name. What if 6 or 8 months down the road you split up. If her name is on the title she can take YOUR van, and there would be nothing you could do about. NEVER, NEVER put property in co-names until you get legally married.

But if you're still intent on screwing yourself then "Yes" it is possible.

Yes, that is ok. However most states require proof of insurance to get license plates. All you need to do is transfer names on the title, pay the fees for a new title, pay sales tax and emissions if you are in an emissions area.
