We Answered:

If you have the title and the title is in your name, the cops are much more likely to believe you than him.

However, if he has a set of keys to the car, he could very well "steal" the car from you.

His claims of reporting the car stolen won't do anything for him, but he can take you to small claims court though for the lack of payment.
