They just changed the law and if you are a New Jersey resident they can keep giving you Temporary tags until whatever problem they are having with the title is resolved. New jersey followed this trend from quite a few other states. What is the dealer telling you is the problem maybe I can help you with it.

you can use your PARENTS's water bill, phone bill, electric bill, insurance bill, tax form, etc.

i used my mom's water bill.

If it is a village requirement (like an R permit required) you get them from village hall. You will just need a photo ID to show that you live in that village. You can also get a few quest permits from them as well.
