If your driving privilege is suspended in one state, it is suspended nationwide. You need to clear up the suspension before you can drive or buy a car anywhere.

Once you do that, your dad can title it and you can add yourself to the insurance.

When you get the car, you will either need to get it added to your mom's policy, or would need to get your own insurance. You should really check your mom's policy ahead of time to see what their terms are about new vehicle purchase, and how much time you have to advise the insurance company.

In the meantime, drive it very carefully as though you have no insurance.

Pennsylvania Department of Transportation (PennDOT), PA laws do not dictate a minimum or maximum age for owning/registering a vehicle.

So even as a teenager under the age of 18 you could title and register a car solely in your name.

The application for registration in PA asks for either a PA driver's license number or a Photo ID number so you do not even have to be a fully licensed driver to register a car in Pennsylvania if you have a PA ID card due to not being yet licensed.
