Title and registration are two different things. I'm unfamiliar with the specifics of North Carolina but in most states the registration and title do not need to be in the same name. For example, in most states a minor can't own a car so a parent is the owner although the car is registered to the child. Similarly if you lease a car it is registered to you but the lease company is on the title. You can change the title without changing the registration. If you don't change the registration you don't need new tags.

Any doubts visit the NC DMV website or give them a call.

if you have full coverage insurance on the car and it has a salvage title if you wreck it they wont pay

No, you should have no trouble. When she signs the car over to you is when you should get Florida plates, insurance and registration. As long as you gave a valid licence, permission to drive the insured car, despite what others are saying here, your insurance should be valid too.

the title and Registration only cost $113.00 and if you don't plan to drive it than you don't need Insurance for a few weeks.
