It is a traffic violation. The fact the DMV didn't issue points means nothing, as insurance points and driver licence points records are related, but not the same. Your insurance views it as behaviour not conducive to safe operation of a vehicle, and they are providing financial responsibility for both vehicle and driver, so they give you an insurance point.
Sorry, I know it isn't what you want to hear, but you didn't get a parking ticket, and you know it. A parking ticket wouldn't be on your driving record.

Legally the transfer occurs when the title is signed over. However until it is registered with the state, as far as they are concerned, it is still the seller's car.

If you're in a "No-Fault" state, claim on your insurance and then let your insurance company fight it out. If not, again claim on your insurance for "Uninsured Driver Coverage" and let the insurance company sue Owner1, Owner2, and their insurance companies.

First you buy the insurance policy, and list the car on it. Then you transfer the title.

You need the policy in your name BEFORE you can transfer the title to your name.

No, they didn't share your personal information, scammers use programs that send to various addresses, hoping one is a legitimate address. You probably got that way. Or, if you bought a house, that, and your address is a matter of public record also.

You would have a great deal of explaining to do. Once you become a resident of a state you only have a small window of time, generally 30 days, to transfer things over. I'd suggest getting it done.

The first time you are stopped you might be able to say you had just moved there, the second time you are likely to have your car impounded.

A masters is not required to become a CPA. For most senior accountant positions a CPA is a plus, but not a requirement. They do require a BA in accounting, at least 4 years of progressive experience, prior consolidations experience, strong GAAP and technical accounting foundation.
