You cannot register the car in your name until it is your car. In most states, anyone can insure any vehicle the desire to insure. Ownership is not required to insure a car. Any insurance you do place on the car, will have to show the loan company as the lienholder though. For your Aunts sake, It would be better for you to legally buy the car and get your own loan.

You can title it but you can't get tags because you need insurance and you can't get insurance with a learners permit.

You don't get a clean slate, mainly due to how cooperative DC, MD and VA are with their DMV services. They all share records, and when you pass your MD title to the VA dmv worker, they'll look you up and ask you to pay any outstanding fines before getting your title switched.

I think the inspection won't be a problem (aside from the fine) -- they usually give you 10 days to take care of it.

gosh darn those pesky creditors, wanting the money, and being a lot smarter than you!! pay the bill, you cannot put any old plates on that happen to be laying around to get over on your creditors, The first cop that stops you will impound the plates, the car, and YOU for no insurance and no registration. good luck though with that. not much of a plan.
