You need to insure the car to register it, and you need to register it to drive it. There is no trial period - if you get caught driving an unregistered and uninsured car, the police can arrest you, and if you get into an accident, you can get sued.

EDIT - you need to inform your insurance company of the change before the new car is covered, but you still need to register it. That's the law - if you have any doubts, ask a cop, he/she will confirm what I'm saying.

The one and only thing I will say positive about this is that if it is a state program that is ran and financed entirely by state funds then I have no problem with it. No matter how stupid it may seem. I believe in state sovereignty.

Now if they are taking money from me(I live in Texas) then I need to start sending letters out to my representatives.

Go to your DMV with the title and ask them to run a check on the truck as to ownership. If your husband is still the owner and there have been no changes, the truck is just missing.
Junkyards are not to take vehicles without titles.
We read here all the time of people buying vehicles without titles. If it was in an accident, you would have heard by now.
Check with the police department about filing a stolen vehicle report or see if they would contact the 'friend'.

The Certificate of Destruction means that the vehicle is authorized for parting out and/or destroying. It removes the VIN# from existence. When the VIN# is removed form existence, it can't be registered. It's a warning to prospective buyers that there was significant damage to the vehicle that made it too expensive to repair. You can title and register those types of cars, but you have to know there may be major safety defects. The roof may not protect you in a roll-over accident. The front end alignment may never be correctable - excessive tire wear. Frame may be bent or twisted beyond specs, etc.

I would talk to the Florida DMV and ask them directly. You may be able to get the Certificate of Destruction revalidated and get a "Salvage Title" issued since the car wasn't destroyed or parted out.
