You're doing the right thing. Often dealerships are slow about doing their paperwork, and submitting it to the state so give it a week or two and try again. Also you motor vehicle department may be working at a snails pace too (it is a government agency you know).

If you are cited for not having a front plate in the interim pay the fine, then file a small claims action against the dealership for their negligence in not switching both plates as required by Maryland law.
