If you have established residence in LA, then you would need to change the title and registration of your truck to LA. The fact that you owe money on the truck does not mean that you can not change the title and registration. Usually the lien holder (the bank) will send the title to the DMV in your new home state, and a new title will be issued. The bank will still hold the lien, and the new title would be sent to them.

State Farm can transfer your coverage to your LA with no problem. The only way there would be an issue would be if you moved to a state where State Farm did not offer coverage (such as MA or NJ) You should be eligible for the multicar discount.
