You absolutely need to bring proof of insurance if going in person - I renewed mine last month. The insurance card I had in my wallet was less than one week out of date - they had me call my insurance company and fax them a new one. I'm sure this isn't an unusual occurrence, as they had the fax number (to send proof of insurance to) laminated to the desk. Bring the old card registration too, but proof of insurance is a must.

Unless you have a reason to renew in person (I did), believe you can also renew online, and they do automatically track everything you need (including insurance) if done that way.

The state won't license it without the title, so that's pretty much a lost cause. The bank not wanting to spend the time to come and get it makes sense to me though. They don't release the title, but they're not going to spend thousands of dollars to retrieve a car that probably isn't worth their time. They're just going to make it impossible for you to do anything with it.

I live in ky also, You can do a "title only transfer" You only need insurance to get tags for the car.Good luck on your project
