Whether the car is legally registered or titled really doesn't matter as far as being insured (as long as your ins co has all of the car info). Now there might be a problem if the car is a total loss, because in order to recieve any settlement from the insurance company your friend will nedd to produce a title. Either way your friend needs to just get this taken care of it is against the law (and that may affect your friends insurance rates and license).

I'm not familiar with the laws in Nevada, but in California, there is no requirement that the names match. Here, the DMV will look to see whether the vehicle is insured and if you ever get a ticket, they will match the VIN number and the license place, not the name.

You have to pay to get a license, to sell insurance, first. Then, you have to harass people, make lots of phone calls, knock on doors, trying to convince people to buy your product.
