it doesnt matter how fast it is.
anything that has an engine can be considered a motor vehicle.

There ARE States that don't have titles (Alabama comes to mind) as they have services that you can use to file for "proof of ownership", get a certificate from them and then use it to register a title in other States....just check the backs of any collector car magazine or Hemmings.........

But, in your case - I think that I would contact the TAG OFFICE in your county and ask them. That way you would know what GA has to say instead of asking an insurance agent in Texas. If you're anywere near Atlanta, call one of the Esquire/Summit agencies and ask them. They should be able to assist.

There has to be a way to get ahold of the person and have them sign off on the title. If you can't get them to sign off on it, then I am afraid you may be stuck. Obviously both names would need to sign off regardless of who paid for it. The other parties name is on it from the start - so to end it, they need to sign. Its pretty simple. If you can get ahold of them you can get a vehicle power of attorney and have them sign that, then you can sign the title over to the buyer. Make sure to attach that POA to the title when you sign. If you sign without their POA you could be charged with Forgery and also possibly theft.
