yes it can only 2 states require the insurance and registration to be in the same name and Florida isn't one of them. I got this answer from a geico representative( i live in new york one of the states that do)

Did your cousin have her sign a Bill of Sale? If so, providing a copy of the Bill of Sale would prove he was not the owner of the car at the time of the collision.Did your cousin have to report to his states DMV that he sold the car? Did he have to turn in the plate? If so, get documentation from the DMV showing that.
