If you are purchasing a car from a private party the first thing you should do is have a mechanic of your choosing inspect the car for road worthiness. In the U.S. car sales between individuals are legally considered "As is, where is " transactions. Once you buy if, it's yours, and have no recourse against the seller if the car has mechanical problems. Second, is NEVER buy a car unless the seller can deliver to you a "clear" title at the time of sale. Otherwise you may have problems when you try to register the car.

At the transaction, you pay the seller for the car, and the seller gives you a bill of sale, a CLEAR title, and signs the title. It is the sellers responsibility to have the emissions inspection (smog test) done and give you documentation (CVC 24007 (b)(2). In California the license plate STAYS with the vehicle.

Take the title (pink slip), the bill of sale and the emissions certification the the DMV. If your local office requires an appointment, make one. It will save you hours of standing in line. The DMV will require you to pay the approperate sales tax on the purchase price of the car, along with the pro-rated registration fees.The DMV will now register the car to you, and it becomes legally yours. Now, immediately purchase insurance, it's required by law. You can't buy it in advance because you don't own the car yet. That's basically it. Happy motoring.

No the fees are the same. As for insurance you are only able to get liability on salvaged car. they won't allow you to get full coverage due to its "salvaged". I don't think its anymore for a salvaged car just depends on the make and model and your record.
