1) The tow company files a lien against the car's title. If the owner or lender doesn't pick it up in the allotted time, the tow company/impound yard now owns the car.

2) No. It is unlikely that the former owner can be charged anything. However, every state/city have their own laws that may impose a fine. So, research the codes they provided (625 ILCS and 9-92 of the Chicago Municipal code).

3) No. When you lose the car, they try to recoup the fees through the sale of your old car.

Government involvement in most areas has had dismal results. When we ignore realities and attempt to create artificial conditions that ignore the laws of economics we dig ourselves in to deeper problems than we would have if we would just let things correct themselves. Supply and demand is a natural cure for most economic problems. I doubt that the intent of Congress is driven by something that is good for all of us. Greed and corruption is a threat until we adopt term limits for all Congressmen and
Congresswomen and Senators. Open Government should be our goal, also.

the title company is responsible for insuring that all liens are paided and that title company is insuring that the liens are satisfied..get an attorney and go after the title company..
