Yep, you can do it. In fact it is "almost" as fun as it is easy.
However, I certainly would NOT recommend any of the "free plans" to someone who has never built a boat before (even for one as small as you mention). I can guarantee you, the money you save in materials and time you save in labor, will more the offset and make up for the few dollars you will be paying for good boat plans.
I have built boats since I was a kid, and now (62 years old) I still build them. Mine of course have grown a bit larger, as I grow older, and I live full-time on my boat.
Go to the link below. The plans are not free, but they don't cost much either. A visit to this site will be well worth your time - even if you don't buy any of their plans - AND THAT IS A PROMISE!
The real value here, is that these guys are "boat-builders" and they are there to help you with questions long after the sale is made.
For about $10 - you can get a set of "study plans". From this, you can see the plans, and a full set of the "Bill of materials" you need to build the boat. This way, you can determine yourself, exactly what it will cost and how you want to build it.
Their site also offers an awful lot of information you need to know in advance.
Yes (and by the way, I am in Texas) your boat will need to be titled and registered. For this, you simply save all your receipts, and when you go to the DMV they will use the "receipts" for proof you built the boat. There are also other factors you will need to know, you will need to get a "hull number" and this has to be permanently (painted or whatever) on the inside of your boat's hull.
But these things and more, are explained on Glen-L's website. (just another reason, I strongly suggest you not go with free plans.

You can get them to subtract the salvage value of the car from your total payout, and keep your car, with the salvage title (no collision or comp on your car, of course), and just pocket the check for the difference.

See, book value of that car isn't much, because it's pretty old. I'd keep the car, even with a salvage title.

Been there, done that. If you're confused, your agent can help you work it through. Just tell them, you want to keep the car.

The easiest way to find the value of anything is to look around and see what other comparable items are selling for. In fact that is how the marine surveyor will do it. He will ask you what you think it is worth, what you paid for it, and compare that value to what other boats of that type and condition are selling for. You can do the same thing yourself.

If you wish to get a a second opinion of the boat's condition a professional marine surveyor is well worth the money.

To register a small boat you need the title and the bill of sale.

To drive a motorized vessel, you need a boating safety course in many states. Marinas ask for insurance , otherwise it is covered by your car insurance. Proper safety equipment is required.

You don't need to register a small boat, but if you want to you can register on the small ships register. Otherwise you just need to know how to sail and handle your boat.
