Sometimes, a tubal ligation will reverse itself, but this is not common. Reversal surgery *is* very expensive. The exact price, as well as the likelihood of success depends on a number of factors, including how the original surgery was done, how it healed, and how long it's been since you had it done. The only way to know for sure is to consult a doctor--preferably a specialist. That first visit is not likely to be very expensive, and it will give you important information. If you have either a spontaneous or surgical reversal, you have an increased risk of a tubal pregnancy. If you ever think you may be pregnant, see a doctor quickly.
