If you want to open an account that pays interest, you have to have a Tax I.D. number - If you are a legal U.S. resident, your tax I.D. number is your social security number - If you are an illegal U.S. resident, or a non resident who wants to open an interest bearing account in th U.S., you have to get a Tax I.D. number that is not valid for employment. Either kind of number could be used for Identity fraud.

In theory there should be no need for any kind of tax i.d. number for a non interest bearing bank account - because no interest will be reported to the government - but since 9/11 and the Patriot act, banks may require it.
