Yes they are. They were introduced in January 2001 but have been in the rest of the nation for decades. Leave it to the Texas congress to drag their heels kicking and screaming. Really, what they were doing was reviewing the loans to make sure they were safe for Texans.

Interview a few local financial planners and see who they might commonly recommend. She'll need to get couseling before purchasing the product. You can go to a HUD site to find an approved counselor or call 877-908-2227 for phone couseling. It's a slowish, educational process so expect it to take up to eight weeks.
