The fee is for service. No fee, no service. It's quite clear. In the case you are describing, the fire dept responded in order to protect the neighboring homes that had paid their fee.

I own an insurance agency and we are notified by the local fire dept anytime one of our customers hasn't paid their fee. We are notified that no protection will be granted unless the homeowner has paid their fee.
