They have various assistance programs for disaster victims.

I'm surprised about the insurance. Did you not have sufficient (hurricane) insurance to cover the cost of the mortgage?

Also, in most if not all states one is not able to sell a property that is not up to code. If FEMA doesn't work out, try getting a attorney and use them to negotiate with the bank.
