The insurance is a requirement of the mortgage agreement. Stricltly speaking a mortgage is not a debt, but evidence of a loan it is concluded (literally is a dead pledge) when the term is finished and the money repaid. The scurity is usually the property, but the lender want to carry on receiving interest payments for the long term, so requires that you are insures in the event of incapacity, death or unemployment to carry on with this. Mandatory means it is required, as opposed to being optional (it impies that something is legally required although strictly speaking mandates are issued by governments).

The grant scheme varies depending what country you are in. Oz? Usually you can't have owned property before, and you need to show proof of citizenship, otherwise its fairly open-ended.
