No US Banks or Credit unions will mortgage foreign property period. Your going to have to deal with the Banks in Costa Rica.

Simple answer: No.

Lenders who provide mortgages really need to do so locally. There are local rules and regulations that they need to follow. They also need a local entity to take back the house if the borrow defaults.

The number of borrowers who get paid in one currency in another country but live in a second country is small. If the lenders ignores all such borrowers they would miss out on very few opportunities.

Some lenders (Citi, HSBC, and a few others) will have multiple offices and even have programs to cater to people who are in your situation. Having been there I know the programs exist. Normally the programs do not extend to loans for real estate.

You have to decide on a few things.
1. Can you verify your income to the standards a local lender will be comfortable with?
2. Is there any currency risk in the deal? Paid in USD but needing to borrow Euros.
3. If you used an international lender who has a local office will they be able to offer something that covers all your needed or only part of the situation (maybe they can do the income verification and the credit analysis but they cannot offer a mortgage that is in a local currency)?
