The fact that a policy is 'Comprehensive' does NOT automatically give you the right to drive another car for third party only risks. It is up to you to check that the certificate states "The policyholder may drive a car that they do not own and which is not let to them under a hire-purchase agreement"!. If you have a broker then ask them.

If you DO have this benefit then you can drive any car - irrespective of age/ make/ model - but you are not covered for any loss or damage to it. (NB you can't drive motorcycles or heavy CVs)

You both contact your insurers. The 'non-fault' tells his insurer that he believes this is the case, and hopefully the other driver admits liability to his insurance company, who then deal with the whole thing. The 'non-fault' has no effect on his no-claims.

If the 'at fault' only has third-party cover, his car won't be fixed but the other driver's car will be.

Once both parties have contacted their insurers, the 'non-fault' can contact the other company. What he can't do is notify the accident in the first place as only the insured can do that.

Send it back to your insurer with a covering letter saying that you have no knowledge of the alleged incident.
