The IRS doesn't care about who pays for health insurance. If the mother and father switch back and forth each year for who gets to claim the exemption, and everyone is following that, then that's all there is to it. The only time the IRS will ask you for proof of who should claim the kids is if one or the other party try to claim the children when it's not "their turn", and thus there are two claims on the same child's social security number.

So as long as you're all civil and nobody tries to claim the kids on a year that their not "supposed to", you don't need to worry about it.

On a separate note, if the mother doesn't work, why does she need all of the exemptions? Where's her income coming from that she needs to offset it with 4 extra exemptions? If she's taking exemptions she doesn't need, you may want to (civilly) ask her if you guys can claim a couple of the children on "her" years, since she doesn't need all of the exemptions.
