Ok, Depending on what evidence the police find in your car they probably will charge the person for burglary, as they did break into your house, although failed at taking your car.
The phone you found will probably help too and if they are caught with your keys then they should be charged.

As for your car, there isn't much you can do to be honest. I don't think its possible to change the locks, but if it is, i would imagine its highly expensive. The most i think you could do is get a steering wheel clamp or wheel clamps, even remove the fuses, So while they might still have your keys, you can at least make it harder for them to steel.

Let's get this straight .. you were BOTH drunk yet you were dumb enough to let her drive because you were drunker than her....
Do yourself a BIG BIG favor and stay away from a judge.... he/she will come unglued if you present that asinine story in their court. This is just one of those life lessons and you should just suck it up and pay the extra premiums and write it off as 'stupid tax!'.

They impose these rate rises because they can, vote with your feet and go elsewhere.

Stick all your details into a price comparison site and go for the best (not just the cheapest ) deal.

Inform your broker you have had a better quote for the same level of cover, it's surprising how quickly most of them can find you a better deal if they think you will take your business elsewhere.

Unfortunately everyone's premiums have risen this year, and it's partly to cover payouts against uninsured drivers.
