There are websites you can go to to input the information and have quotes presented to you, but if you're looking for something you can download to your computer at home then you'd be looking like rating software that insurance brokers/agents use. This software costs several thousands of dollars and you have to show the company that you have a contract to sell insurance for the insurers you want the rates for.

An excise tax is a type of tax charged on goods produced within the country. This type of tax is normally levied on alcohol, gas and tobacco, however it can't be levied on insurance premiums because insurance is not a physical good, unlike the other items mentioned.
A punitive tax is applied to deter non-compliance, such as underpayment of income tax or disregard of the rules governing a business activity. Doesn't apply here.
A luxury tax is a tax on products not considered essential. While alcohol and tobacco may apply, I don't know if motor fuel can be considered a luxury in today's society, nor would insurance premiums be considered as such, especially if the tax is levied against auto insurance which is required by law in many states/provinces.
Never heard of a bounty tax. I know a bounty is an amount paid by a government for the achievement of certain economic or other goals. It often takes the form of a premium paid for the increased production or export of certain goods. Not sure is a tax is the inverse where the economic goals are not met. Still I don't see how it would fit in your question.
In the end it would appear that e. None of the above is the correct answer.

C. Eng should be quite a good risk. your age and record will be of interest though, as will your car and employment status. If you are employed, driving a mondeo you should get reasonable rates including business use by the policyholder in person. If you are self employed rates will be higher and business use may be a costly extra. Footballers for example pay very high rates because they could injure other players, requiring high levels of compensation.
I ran a Rover 216 as a C.Eng MIChemE, employed status at about £250/year in the late 90s

ALWAYS inform the insurance company. They get very tetchy if they find out you haven't. My daughter had a total loss. They paid for recovery (it was burned out) but we didn't claim on our insurance and we didn't loose any no claims

It wont hurt to tell them that way you are covering your own back.

If you have your no claims bonus protected you wont loose anything.

Normally you wouldve had to tell them that you use another car and that you have another policy anyways.
