Well, NY is not my state, but I'd say no. BUT - track all of these expenses - they can be included in the "basis" of the house - that is, your initial cost of the house. Then, when you sell it, only the gain in excess of the basis would be applicable to your lifetime deferment of taxable gain, or your tax on profit.

By the way - in my state (I'm a busines owner) I don't have to have WC insurance on myself, so long as I can prove that I have health insurance.
