Yes Kelly is right. Having a lien on the car is one of the few things that doesn't make a difference in rates. If you have a leinholder, you are required by them to have comp and collision, if your car is lien-free, you are not obligated to have those. Although if you have a less than ten year old car and/or it's your only source of transportation, you still may want to have these coverages.
