You can file a claim with the insurance company of the person that hit you. Once they investigate and find out you were driving without insurance they will rightfully tell you that if you hadn't been there, the accident would not have happened and without insurance you should not have been driving.

Now while it is true you don't have to have insurance to drive in NH, there is a financial responsibility law.

New Hampshire Auto Insurance Law

New Hampshire is a tort state, according to its auto insurance law. The claimant can sue you. However, to have an auto insurance is not mandatory on the legal terms. But, if you are caught during an accident without the insurance, you have to pay for the losses immediately or have to sign on the document that says you can pay it gradually.

Mandatory Requirements:

In New Hampshire, auto insurance policy is the easiest document with which you can pay back the damages after an accident. Although it is not obligatory to have auto insurance, but if it is with you, it will help you to fight back legal proceedings after an accident.
In accordance with New Hampshire auto insurance law, other acceptable documents to prove insurance include:

1. A temporary insurance card issued by the insurer.
2. A premium receipt or insurance binder issued by the motorist's insurance agent.
3. The current declarations page of a liability insurance policy.
4. The actual liability insurance policy issued for the vehicle.
5. A certificate of liability insurance policy issued by either the insurer or an authorized agent.
6. Proof of purchase of a motor vehicle with the previous 60 days and a valid insurance card issued for the motor vehicle replaced by such purchase. The proof of purchase is to be a copy of the bill of sale if the vehicle is a pre-1975 year model, or the owner's permit (yellow) copy of the application for certificate of title for a 1975 and subsequent year model vehicle.
7. A copy of the rental agreement when renting a motor vehicle, which specifies the insurance coverage.
