However, you are lucky because you could probably get the treatments on your own. I would doubt that any insurance companies would cover it. They already paid (most likely) for the tubal, so they aren't going to back to have it reversed.

(When you got the tubal you were told that is was permanent, and you signed a consent form saying that you understood that it WAS permanent. If you thought you might want more kids, you really should have chosen an effective but reversible method until you WERE sure.)
