So they don't. Otherwise, they'd be out of business.

mbrcatz17 is correct, she is referring to Federal Eligibility Guidelines.

To be Federal Eligible, you must have used up your 18 months of prior creditable coverage, the last day of which was under a group health plan or state continuation plan or COBRA, you must not be eligible for Medicare or Medicaid, and you must not have other health insurance, and you must also make application for the health insurance that you are Federally Eligible within 63 days of losing your prior creditable coverage.

Under these guidelines you will be issued a policy with no pre-existing condition exclusions, however, the policy may still be medically underwritten to determine rates.

As for a listing of companies that do not have a PECE, well, there isn't one, you will find discount programs, but that is just as it reads a discount, not insurance.

An Insurance company, ANY Insurance company is about determining risk, and your exposure to a risk, and that is greatly increased when you already have conditions, if you apply for coverage and get denied, then maybe your State has a risk pool that you could join.

Most insurance policies will cover this but they will probably require a medical note from your doctor stating that you are unfit to travel.

How much are you willing to see you insurance go up? As soon as your warranty expires, you premium would have to rise by at least $200, and that would increase as your car got older. You could end up paying an additional premium of $1500 a year, easily, maybe a lot more for some models expensive to repair. Would you put up with that? I wouldn't.
