I would say plan some kind of fun spontaneous activity and just tell him about your plans and see if he wants to go. it doesn't have to be a date, calling it a date puts pressure on both of you and that leads to awkward silences which are no fun.
if you guys have fun doing what ever you came up with maybe you can start doing more together and maybe eventually he will ask you to go out with him.

When you take off the cover, is there a sticker that says the manufacturer anywhere? I would check with them first. Depending on how much you can spend you could get a new one from Lowes or something.

Also remember that its a source of heat, if its old it could be a fire hazard. A house fire costs way more than if you would have just spent the $40 for a new heater.

Yes. I used them for Tennessee, the online study course fills the requirements for the 20 hours for life and 20 hours for health, you take a signed affidavit with you to the testing center.

Be very careful before the test though, I didn't notice the kaplan online course didn't have the state laws included in the study material there was just a link to the PDF for my states laws and I never saw it before the test, failed the life exam the first time on accident because of it, just in the state law section.

My 2nd try I completed the state portion in 10 minutes and passed AFTER I found the PDF to study. It sucks because you have to wait a month between tests.
