It only covers you, when you use a vehicle not owned by you, or any of your household members; and the vehicle must not be available to you for regular use.

Agents don't like to sell this, for two reasons: 1. it's a pain to write, as pretty much you have to go through the state auto fund of whatever state you're in, and you don't make nearly enough money to cover your costs in writing it and 2. most of the time, people are buying it for the wrong reasons, thinking that it's going to get them out of paying more money to insure them the right way - in other words, claims get DENIED, because people are driving regular use or household member vehicles without being listed.

In any case, you'll have to talk to a local agent about this. Don't try "do it yourself" insurance. If you're not an agent, you're probably misunderstanding something.

When I was an agent in NJ I couldn't write it with any of the companies I represented. Maybe assigned risk? Best thing to do is to call an independent agent in your area, they would have more options than a direct writer. It may be quite expensive. I am in New England now where nonowners policies are common & they tend to be more expensive than a policy on a car. Also, they cannot be written if there is an auto insurance policy in your household, because you should be added to the policy that is in your household. Nonowners policies are meant to cover you for vehicles that are NOT provided or available for regular use.
Wouldn't it just be less expensive if you purchased an inexpensive used vehicle that wouldn't need a loan & you can get liability only coverage on? Even just the rental fees, you are probably spending close to $2500-$3000 or more per year, a liability only policy would not cost that much (unless you have a bad driving record).

Without a driver's license, what's the POINT of a named non-owner policy? The POINT of that POLICY is to cover YOU when you're driving a car that you don't own. As you don't have a LICENSE, you can't legally drive. Therefore, you don't NEED the policy.

Insurance does NOT cover illegal acts. And driving without a license is an illegal act.

Well, a non-owners policy excludes any vehicles that are provided for your regular use. So, the policy wouldn't provide any coverage for the vehicle you use every day. It only provides coverage for a vehicle you may borrow ONCE. Your agent should have told you that. Do they know this?? Some may not. In your situation, this is a big waste of money.
Did you do this for a company vehicle? If you did, you may want to check with your employer to see if they can provide you coverage for when you use the vehicle for personal use. They will need to check with their insurance.
One thing for sure be sure you are a listed driver on the auto policy on the vehicle, whether personal (you are using a friend's persona vehicle) or commercial.
If I were you, if this is a business vehicle, I would buy an older vehicle that can have liability only (this is normally cheaper than a nonowner policy anyway) and add the extended nonowner endorsement, which WILL respond & defend you for a vehicle that is provided for your regular use. Do you have any other insurance in your household? If so, you should be able to be a driver & then you can add the extended nonowner endorsement too (it can be added for named insured & spouse &/OR a driver). I hope this helps.

Try Progressive.com or 1800Progressive. They are there 24 hrs. Also, just so you are aware, you can get the nonowners policy ONLY if there is NO car in your household & NO car available for your regular use. If you buy the policy & then have a car available for your regular use (borrowing it for a while), the policy will NOT pay. Also, renting a car will be VERY expensive since there is no comprehensive & collision on a nonowner policy, it is liability only, there would be NO coverages for damage to the car (you would need to buy the LDW from the rental car co) - then it is debatable whether the liability will be valid (if you were renting long-term) because it could be considered available for your regular use.
The best thing to do is to buy an old car you can get liability only on - get a regular auto policy & add the SR22 to that policy. It is usually cheaper than a nonowner policy too.
