OK, you do NOT need a named nonowner policy to get a license in NC. Here's the quote: " Proof of Liability Insurance:

Proof of liability insurance includes providing insurance documents such as:


DMV form DL-123;

The liability insurance documents must show your name, the effective date of policy, the expiration date of the policy, and the date the policy was issued.

If you do not provide proof of liability insurance, you may still apply for a license, but a restriction will be placed on your driver's license. This restriction limits you to only driving "fleet vehicles" and costs $10.00 for a duplicate when you are ready to remove the restriction from your license. Do you have a car? Does a FAMILY member have a car, and have you listed as an operator? What car would you be planning on driving, if the answer to both the above is "no"?

A local, independent agent can get you a named nonowner policy, but it's a pain to write, and it doesn't count if ANYONE in your house owns a car. So most agents don't like to write it. You'll have to call in a favor with a friend or family member who DOES have a relationship with an agent, so they can get it written.

It's not an issue of "best price". If you're truly eligible, it's less than $200 a year. Agents don't make enough commission off of it to cover their costs, which is why they don't write it. Companies don't make enough to cover the claims expenses, which is why THEY don't like to write it. The policy WILL end up in the assigned risk facility for your state, you're not going to have a choice of "which company".

Typically non-owned auto policies are only written for people who have a car regularly furnished to them and they do not own their own car. In my entire career I think I only wrote two. If you are not going to have a car that is owned by someone else to use every day then you likely don't need the policy, though it's wise to understand that you can still be held liable for damages/injuries you cause driving someone else's car.

Many insurers do not penalize you for time you don't own a car as long as you provide proof of insurance up to the date you sold the old car, the bill of sale proving the date you sold the old car, and a buyer's order or bill of sale for the new car showing there was no trade-in.

As long as you keep good records and provide them to the insurer you should be fine. But make sure you call for quotes before you actually buy the new car, as you will have to get coverage bound before you pick it up since you won't have an automatic extension of coverage from another car.
