That depends on their individual policy... Some may be covered for a certain limit of personal possessions whilst out of their home although this usually comes at a slight supplement. Their normal contents insurance would cover the phone inside their home (although some policies may exclude certain items).

I think you'll find that most people will just say "it is covered on my own policy thanks" as a polite way to tell you to shove it as we're sick of pushy insurance sellers trying to scam us with their over priced premiums.
