Australia is a highly regulated country, and APRA (Australian Prudential Regulation Authority) tries to ensure insurance companies do not "not pay out".
However, there are times, that insurance companies reject a claim, based on legitimate reasons, and at that time, the insured is angry, many times not seeing and accepting the reasons.
In general, insurance companies pay claims (otherwise they will be out of the market), and you have many options in Australia: local admitted insurers, offshore insurers etc.

I don't know what one person is talking about when they say "climb a fence". It's Australia we're talking about not USA. Australia as in a big island.

I recommend a Remaining Relative Visa (Offshore) (Subclass 115). It's mainly for people who's "This visa is for people whose only near relatives are usually resident in Australia and are Australian citizens, Australian permanent residents or eligible New Zealand citizens." This is partly due to your age combined with the fact that your siblings already live in Australia. See link for more details.
