This requirement is based on the Schengen visa provisions. Latvia is a member country of the Schengen agreement.

One requirement for a Schengen visa application is to have a:
"Travel medical insurance policy valid in all Schengen countries and covering the entire period of the visit in the Schengen area (the minimum amount of the insurance is 30,000 EUR)"

I think it is fair and enough that foreign non-EU visitors need to be covered to bear the costs of medical/ hospital treatment and/or repatriation and not the European taxpayer.

I can't understand why the UK and Ireland do not apply to this principle, too. Even the new EU countries Bulgaria and Romania require non-EU visitors to have travel insurance.
