That's "Insurance" and it's well known that BMI is not an accurate guage of fitness because of the issue you are having. It doesn't take into account people who are very muscular.

Yes, it's fair for people who are very overweight (fat) to have to pay a bit more for insurance, as there is an increased risk of health issues for people who aren't "fit". However, it should be determined you are actually fat and not just big/muscular before charging you more. You should not be penalized for being a muscular person in good physical fitness.
