You can bill both companies. It's called a coordination of benefits. Normally a student plan is secondary but it depends on the plan wording (you can call and they will tell you). Be sure to send all of your bills to both companies. There is a provision called - COB savings that your secondary carrier can draw on. They will even pay for non-covered services if their company has saved money by your having a primary carrier.

I know that it sounds confusing but you shouldn't need to do much. Once you figure out who is prime send them the bill. After they pay they will send you an "explanation of benefits" that says what they paid/denied/applied to the deductible.
Send the explanation of benefits as well as a copy of the itemized bill to the secondary carrier and they will make their payment.

I am pretty sure that it will, but you may have to be a small user fee on top of what they cover. I know that up in Canada, if you were to were to have health insurance in Ontario for instance, and you went to Alberta, you would still get covered, but where it comes the difference, is the amount of coverage. The province or state that you had it initiated in, would be fully covered, but in another province, you may need to pay a user fee such as 10-20% of the service, or a flat rate that is set out by that province or state.

Try K&K Insurance, they do this type of coverage. They do however also do the leagues so browse around a little bit on their site. Another company is Maksin Management but you have to work through an agency to be able to access them.

May I make an educated guess that the problem is that Heald and Kaplan are proprietary (for-profit) colleges and that the insurance company may exclude all colleges in this category.

If Santa Ana College is a public community college, you could stay there and earn your associates degree and then go on to a California State College, such as Fullerton, or a UC, such as Irvine. By that time "Obama-care" may have been enacted and you can obtain coverage through it if you do not continue your education. Good luck.
