Very few insurance companies will list all procedures they will or won't cover. If BC/BS refused to cover the procedure, it may be because they believe your mother won't benefit from it, or that she needs to try less risky procedures first. I'd fully investigate and/or appeal their response prior to searching for different insurance. Even if your mom got new insurance, this procedure wouldn't be likely covered because she has a pre-existing condition.

It depends on your plan - you can check your benefits online or via phone, but make sure you are very clear when you call to see if something is covered WHEN DONE BY A CHIROPRACTOR (certain services under certain plans might be covered if done by another kind of doctor, but not a doctor of chiropractic). I manage a chiropractic clinic and we pre-verify all insurance as a courtesy to our new patients, any doctor you visit should do the same.
